
On a hydrocarbon EPC package, the metering skid is a rounding error in value and a genuine hazard in schedule. It carries third-party inspection, it generates a PSU-grade documentation dossier, and its factory acceptance test gates work that waits downstream of it. When the metering vendor slips, the package slips — and the vendor that caused it is rarely the one that absorbs the consequence. Managing that risk is a procurement decision made long before the skid is built.
A metering skid concentrates disproportionate documentation and inspection load: instrument datasheets, calibration certificates with traceability, weld and pressure-test records, a QC dossier that has to satisfy a third-party inspection agency, and a FAT the client witnesses. Any one of those clearing late holds the package. The skid’s bill of materials is modest; its paperwork and inspection footprint are not, and that is what puts it on the critical path.
A vendor who de-risks the package builds to the programme rather than to their own convenience — ideally ready ahead of need rather than chasing the milestone. That shows up as a QC dossier assembled in parallel with fabrication, calibration traceable to national standards through a real facility rather than a certificate of convenience, and a release-status discipline that means the documents are ready when inspection arrives. Delivery discipline is visible in the paperwork before it is visible in the shipment.
A factory acceptance test that clears first time is a function of the documentation being right, not the hardware being lucky. And increasingly the package also carries a Make-in-India local-content requirement that the vendor must satisfy without compromising measurement pedigree — a local manufacturer with global measurement technology behind it meets both. A vendor already on your approved list, with a track record you can check, removes several variables from a package that has little tolerance for them.
